Visa Chargeback

I brought a Nintendo Wii console and games back in March for £279.00 as a gift and only recently found out that the games are in fact fakes known as "backup games" and that Will has been chipped.
This has been confrimed by a few high game shops.
Ebay and Paypal are both unable to help in getting me my money back as the matter has past their 45 days deadlines.
I found out that you were buy somthing online and the item not as descrbed, I could do a Visa Chargeback. I went to my bank yeserday (10.05.11) but they didn't understand what a Visa Chargeback was then told me that I'm not covered as I paid through Paypal and to get Visa and Paypal to sort out the problem and then listed the event as fraud, which is not the case.
From what I have found online it doesn't matter how I paid as long I used a Visa debit card (Visa Electron) which I did and that it should be the bank that should kick things off on getting the money back from this ebay seller bank.
Any other useful help and/or advice on Visa Chargeback and what I should do now would be great.

Your problem is that you didn't pay the seller direct. You paid paypal who in turn paid the seller. That's why your chargeback won't work.0
