Change the screen resolution to it's native default.Remember kids, it's the volts that jolt and the mills that kill.0

Sounds like a netbook, some programs need 1024x768 for installation, (some like Photoshop need it to import RAW files at all times).
The only workaround is to change from default (1024x600) to 1024x768. Not all net books allow this, butif it does it will be in the graphics properties window.
If you don't have non-standard resolution sizes in properties, there is a program called "MoveMe" which might work. It allows you to move windows and menu pages up or down to see the bottom of over size pages.

Try Window Resizer:

There was another similar tool someone mentioned, but lost the link.
Edit: maybe this one:

Try pressing [Alt]+[Space] followed by [M]; that should allow you to use the cursor keys [←,→,↑,↓] to move the window around.0

The way that I've dealt with this in the past was by rotating the window - did get a bit confusing but I coped, I will try Tanglefoot's suggestion next time it occurs0
