TalkTalk:I just want my phone line moved!?

Has anyone else has issues with Talktalk and its invisible engineers that never ring to arrange to do a job?
It's been six weeks since we first rang Talktalk to ask for an engineer to take away an old disconnected phone line at the front of the house and move our existing line over from its current position to replace it. It's not rocket science, but do you think we can even get a phonecall from an engineer to look at the job that needs doing?
Each time we ring we're moved to the 'second level' and 'an engineer will ring within 5 days', but it never happens.
We're desperate to get on with doing our driveway, but unless the lines are sorted we cannot get a 20 ton tipper in to do a gravel drop.
We could scream!
Anyone have any tips for getting these silly sods to do something?
Are there freelance telecomms engineers who can do the job or do we have to go through our providers?
EDITED TO ADD: For some reason a few months after joining TalkTalk our bills started going to our next door neighbours with their house number instead of ours. After repeatedly telling customer services that it suddenly and inexplicably has the wrong address for us, we still cannot get anyone to change it to the correct address. So once a month we trot round to pick up our bill...but surprise, surprise the junk mail still gets to us just fine!
