Moving Abroad... How do I card tart now!!??

Dear all,
I have approx 10k worth of credit card debt, most of which I have tarted over the years as 0% deals have lapsed.
I am off abroad for 2 years with the military, so we will be moving to a UK forces base overseas.
My question is this - with my address being not in the UK (though we will have a britsh forces address) is that me now effectively out of the card tarting market? Would I be better off getting a cheap unsecured loan and consolidating rather than risking cards lapsing on to the standard APR as existing 0% deals finish while we are overseas???
