Laminate floor badly marked

The floor has been marked by putting anti slip rug tape by a company called Home etc., of Birmingham on the underside of a mat.
The floor now has black marks which won't wash off by any soap type cleaner, it looks a right mess.
Any ideas would be appreciated.
