Tax underpayment help pls!!!

I have received a TAX UNDERPAYMENT bill for £335.20 for tax year 2009/10.
The reason for this was that my employer changed our private medical insurance cover from one company to another. In the eyes of the tax man although the actual medical cover was the same, the taxable value of the new cover was higher. As an employee I was informed that the new cover would not affect me. However I now find myself in receipt of a tax bill for £335.20:mad:. The bill breaks it down by stating that the new cover takes me £2122 over my personal allowance and that the tax is 20% (£424.40), less tax already paid.

Firstly my question is - can I appeal? If so, would it be through ESC A19 or should I word it that I think my employer has made an error?
Or do you think I have no grounds for appeal?
