I opened my post without paying much attention to the name and address on the envelope and inside was the above document with my address and someone else's name.It worries me that someone has there name at my address, should i be worried? I now i have to return the document but is there another way of finding out who this person is.

Report to DVLA, it could be someone registering their car to a fake name and address to make themselves untraceable.

I used to get cold calls from what I first assumed was your usual call centre in Pakistan (or similar), I ignored them for quite some time, but then decided to see what it was all about. The caller would go through a series of questions and tell me something along the lines of my house being selected for a govt grant, they would then ask me to confirm my address and read out a totally wrong name/address expecting me to correct them..... Of course I would then turn around and say "hold on, if you don't know my address how do you know i've got this govt grant???", they'd then either try to trick me again with more BS or they'd hang up!

I'm pretty sure they were just looking for valid fake addresses, for whatever illegal reasons!!!!!
A fake address would have to be occupied, else it would fail checks.

Might be worth checking to see if the DVLA have any other vehicles registered at your address.

Ask your neighbours, do any of them have new car? It may be that whoever completed the the registration for a new car, has perhaps put the wrong street number down.
The greater danger, for most of us, lies not in setting our aim too high and falling short; but in setting our aim too low and achieving our mark
