when i'm charging my dell inspiron 1545 laptop my mouse pointer keeps sticking,when i disconnect the charger it works fine again.any advice would be most welcome.

does it work ok without the battery in on mains?
microsoft acpi compliant control method battery software in device manager can cause that sort of problem if the battery is on it's way out!!

no, it only works fine when the battery charger is un plugged0

try disabling (as a test) microsoft acpi compliant control method battery software in device manager by right click disable
failing that, post a hijackthis log!!

THE CHARGER IS FAULTY. What is happening is that the charger is emitting a lot of interference due to having no/little/faulty filtering on the switch mode circuit and that affects the trackpad. I had one come with a laptop that I bought that was so bad it wiped out all radio signals including baby monitors and broadcast radio for a good 40ft radius. It went where it should have done when the original owner got it - in the bin. OTOH, they sold the laptop as faulty with a faulty trackpad so I got it for a song

If its doing that to the trackpad, just think what it is doing to the battery.
And that is why you don't buy cheap £7 chargers from China.0
