southern meteor parking charge

hello everyone, this is my first post on here so please be gentle..
i work for southern railways as a driver, well someone has to, and the carpark i use is always busy by 9am, and as i was delayed in getting into work i parked my car in one of the disabled bays, as this was the only space left in the medium sized carpark left. needless to say when i came back, I found i had a penalty notice attatched to the windscreen, now on the advice of one of my collegues who`s a regular member on here, he advised me not to pay it, and when the collection agency contacted me, i did ring them and advise them their client had no right to enforce the penalty ticket due to railway bylaws, but have had a solicitors letter today stating intended legal action, does anyone know if this is going to court or is this just another threatening letter to get me to pay up. i forgot to point out that my parking permit for this carpark was clearly visible. i do hope there`s someone out there who can clarify this mess for me.thanks matt

    If they don't mention a Magistrates' Court, then it won't be going to Court. If it's a ticket from a PPC (Meteor), chances are it won't be enforceable, although technically speaking they too could use the Byelaws being an agent of the railways (they won't though...It would be too tricky for them!)

    Just ignore it, the letter-chains from debt collectors are in our top sticky 'PPC letters, what to expect'. It was pointless ringing them but no harm done.

    If it's Meteor or NCP then they issue fake PCNs pretending on their signs that they have some jurisdiction under Railway bylaws, which they do not.

    Just check on the original PCN, who does it say to 'appeal' to? Not that we are telling you to 'appeal' (as if!!) but it's the classic fake part of a railway car park 'ticket'. Unless the appeals part mentions Magistrates' Court then it's a piece of rubbish.

    It will no doubt just give a PO Box address for the PPC themselves = unenforceable trash. You just have to keep ignoring the threatograms till they give up. Neither NCP nor Meteor ever do Court, just threats.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
