Sky Talk - Restrict calls TO Mobiles Numbers (07) or a Hardware Solution

Hi
I am sharing a SKY TV/Broadband & Talk package with a relative and the problem is, where I use my mobile and take advantage of the free minutes and txt he picks up the landline to call everyone.
It is in my name so I am getting lumped with the call charges which he 'sometimes' reimburses me!
I am now trying to avoid anymore charges so on calling SKY they say they cannot do incoming calls only or barr/restrict calls to mobiles (just premium numbers)
Does anyone have a solution other than unplugging the home phones!!
If my provider cannot do it, I would purchase a new phone with the ability to barr calls to 07/08/09 etc numbers. But google is finding some but they are really old and no longer on sale.
Any advice greatly appreciated
