Paypal Limited Account

Hi looking for some advise, i have had a paypal account for over 4yrs, i started selling around the 20th April 11, On the 26th April i received an email saying my account was limited (they said that they tried contacting me but was unable to, so they limited my account) the email said that i needed to follow the steps to reinstate my account. while my account was limited i was still able to receive payments from buyers but was unable to refund or withdraw my funds.
So i went ahead and followed all the steps, added photo ID, Proof of address. Also Verified my credit card with them. They also requested that i upload all my proof of postage and and tracking information which i did. 2 weeks had gone by and still i had not heard from them i emailed but had no reply. So i called them and they said that they would pass this on to the relevant party.
5hrs later i received an email from eBay saying they had restricted my eBay account, i contacted them and they said it was a paypal problem and to deal with them. So i logged into my paypal account which said paypal appeal denied. Which means now i can not receive payments and that my funds are held for 180days. I contacted them and they said that i should have got an email stating this, which as of yet i still have not.
Why if they was not going to reinstate my account would they allow me to still keep receiving payments for 2 weeks and then remove access altogether.
So here is my question is there anything that i can do to access my funds? as my account was legitimate and i have followed all paypals rules and uploaded all the relevant details and also have had feedback from buyers.

Yes i first phoned them because i had not heard from them for 2 weeks, they said that they had emailed me saying that they found me to high risk, i still have not received this email. i phoned them for the second time asking for a legitimate reason for the suspension but they are like robots and just repeat the same thing. i have got some email address to reply to from a few forums which i am onto now.0

You will not get any worthwhile replies from calling them. I even did a complaint through my account complaint and have not received a reply a week later. Sorry to say but you are banging your head against a wall and cannot do anything but wait for them to send you your money in 180 days.

I have just had my account closed - originally as I hadn't used it for a while (since about November) then it turned into the 'High Risk' reason. I have had an account with Paypal for over 7 years - used for ebay - mostly buying and 100% Feedback. I think i sold about 5 things last year so how do they consider I'm running a business?
The thing that galls me is that I can't remove my cards and so I have had to take steps to stop Paypal accessing my accounts. I was fortunate that I had a nil balance.
When I phoned customer services as the account had been limited - on a premium rate line! - they asked my name said it would be looked into - and less than an hour later I got the 'parting company' email. The lack of security was scarey!
It will be interesting to find out how much I have paid to their premium rate customer service line as it took 3 goes to get through to someone.
I think I'm well rid of them. Any future Ebaying I do will be local COC0
