Metal Garden gate help

We have a small metal garden gate, but once closed we cant use the latch to open it, as whoever last painted it has painted the latch together, so we have to pull the whole gate up to get it open

Any suggestions on how to fix this?

Would be must grateful of replies as when visitors come they are either standing in the rain or have to jump the wall because they can't open it!

    Strip the paint back over the latch so as to enable it to move again.

    The other problem is the angle of the latch, if you imagine the latch is like a pair of scissors and the scissors are not fully closed or fully open the are sitting at 45 degrees so would I be better buying paint stripper?

    I would use a blowtorch and a wire brush. Crude but effective.

    I aint got a blowtorch, would paint stripper be a waste of time and money?
