when to renew dla

I currently get dla for 15yr old son 16 in sept. We get mid rate care + low rate mobility and carers allowance .
The renewal forms come and i am aware we are unlikely to get same rates etc again. So am i better to file it away till sept and then send it in then and appeal etc
The current claim is to mid sept and if they reduce it will it start straight away and i will lose carers allowance or will it all happen in sept as we have to pay for help in summer hoildays care?

THANKS
