White or brown envelope? Whats the difference?

Hi can someone explain what the excitement is about whether your tax credit renewal forms come in a brown or a white envelope? I assumed that everyone got a white one as that’s all I've ever received? Now I'm wondering what it means anyone care to explain Please?

If I remember correctly the brown envelope will be received by people who are on benefits and so will have no change in circs.

I'm on benefits and had no change in circumstances, but received a white envelope - I always have, even before I went on benefits. I didn't realise that some CTC renewal forms werre in brown envelopes.
