Can I sign on to get support and NI credits if I have left my job (won't get JSA)?

I believe the OP's actual question is: Can I sign on, take advantage of JCP services, and receive NI credits, after giving up a job voluntarily. S/he obviously understands the idea of being sanctioned and not receiving JSA, they are merely asking whether they can still sign on to get other non-monetary benefit.
