Recently purchased a refurbished device from Tomtom outlet store, and am now trying to update the maps - is there an alternative to buying direct from tomtom as they are charging £60 to update.

Try the map update service http://www.tomtom.com/en_gb/shop/mapupdateservice/ 4 quarterly updates for £20

Dont update them ! The most recent maps are rubbish omitting many addresses.
I have an Old TomTom that will take me door to door anywhere in the EU. I also have a new one that wont even recognise many house numbers I type in

AFAIK you need to pay for the updates you've missed first (so the £60 the OP states) and THEN get quarterly updates.

Which tomtom is it? My go 720 only charged £15 on last update (last year) and usually tomtom will provide you a voucher every few months to use that brings the cost down.

I bought a refurb direct from Tomtom a few weeks ago. I was able to update free.
Tomtoms come with a latest map guarantee. Try the instructions here and see if you still qualify.
