Pay for the MOT, take the car away as they have no right to keep it, and they have no right to start work without permission.
The only way they can keep the car is with a lein, and this is only to allow them to get back the money they are owed for works carried out. And possible reasonable storage.
If they are saying it costs £100 to replace number plates then they are taking the mickey.
Pay the bill, request the failure sheet and tell them you will be back after to fix the faults, obviously your friend won't, but I wouldn't tell them this.
Get car rechecked, then if they have been trying it on report them to VOSA.
After reading the OP's post again, i would also visit the local plod and advise them of the situation and that you are going there to collect it, you are legally entitled to take a car home after failing an MOT.
I think only VOSA and Traffic Plod can stop a vehicle from being used on the orad, and that would be for a serious safety reason, not a slightly dodgy numberplate.
Every time I read these stories I am glad I found a reliable MOT bloke well over 10 years ago, never had any problems with MOT's since, if there is a problem and it is simple thing like a bulb or wiperblade he just sends me down to the local factors to buy the part.
At least once a year traffic plod stop dodgy numberplates under a dvla directive, you really need to get up to date intel.;)0 -
It's a non endorsable fixed penalty for numberplate offences. Your car doesn't get seized, clamped or impounded.
As others have said, tell this garage to go **** themselves, and report them to VOSA.0 -

BTW, depending on the year, a numberplate is illegal if it doesn't have the name of the company that made it and their postcode on at the bottom if its a replacement.0 -

If you are unhappy with your MOT service
If you are unhappy with the way your test was carried out please let VOSA know as it helps to know that MOT test stations are providing a good service. Contact the Area Manager at your local VOSA office. The address is shown on the Fees and Appeals poster displayed at your MOT test station or you can ring VOSA on 0300 123 9000.

Take a set of brand new legal number plates with you, put them on the car and make them retest it for free. It'll need to pass if that's all they've failed it on.
Either that or take the car (they can't stop you) and call VOSA as suggested - BEFORE you take it somewhere else for a retest.0 -

Good suggestion, as the car hasn't moved off their premises before the retest with the new plates, they cannot magicly find anything else wrong with it and fail it on something else.0 -
You could even attach the new plates over the old ones with double sided tape as a (temporary) fix0
