British Passport for EU citizen...sort of

Hi all,

question...

my OH is from another EU country and has lived in the UK since he was 3. His father is English. He is now 24.

We are looking at travelling abroad and some of the entrance/visa to some Asian countries are different for both of us (spanish and english passports).

If he's lived in the uk for 21 years, has an NI number, works here, banks here, how do we go about getting a British passport.

Literally don't know where to start- would love some suggestions
