What do you mean by clock style?
Old gas meters had several clock style dials reading 10,000 units, 1,000 units, 100 units, 10 units and single units. Not easy to read because the meters read alternately clockwise and anti clockwise.
Is your electricity meter like this?
Why do you think it is faulty? With a bit of work you can roughly check if it is accurate. Switch everything off and put something on like a 1 bar electric fire and check it uses 1kWh in an hour.0
