NHS Tax Credit Exemption Certificate

Can anyone tell me what generates the issuing of a NHS Tax Credit Exemption Certificate?
On my husbands P60 from 2010-2011 his earnings were less than expected and falls within the criteria for an exemption certificate. This years income is expected to remain the same.
But do I have to wait until my Tax credit Renewal happens? And if so will the tax credits renewal automatically generate the certificate?
If not who do I need to contact?

If l recall correctly it is automatically sent. What we done, was to apply for help via the HC1 form, this is for people on low incomes, when we reapplyed they advised us that Tax Credits will send a Exemption Card as our income had dropped lower.

If you qualify, your Tax Credits Exemption Certificate will automatically be sent out to you, upon renewal of your tax credits claim.0
