Neighbour issues again appologies if this is the wrong furum part

I shall keep this as brief as possible. Storms in the bad weather created a hole in our fence which we didnt realise till the morning after and next door found our dog on their lawn. Simply they hate dogs and threatened to kill ours if it ever went on their land again.
We never have got on and said neighbour is known to enjoy trouble locally.
At a total cost to ourselves DH put up a new fence which is higher than before.
We were advised to give the fence 2 weeks to shrink before painting it. The fence has not been up for this period. Weve brought Cuprinol fence paint which matches the rest of the garden colour wise
Today we have come home and neighbour had painted the fence on his side blue which had dribbled badly through to our side so we have blue streaked timber, also he has damaged 2 panels top and bottom. How we do not know. We do have some spare featheredge so can replace the panels. But im wondering how we stand with him painting the fence.
The fence is 100% on our property as DH stepped it back slightly. Can anyone please advise the legal position if any to this. Like I mentioned this is not the sort of person to be messed with hence why we stepped the fence back. But likewise although we didnt ask I know he would have said we couldn't go on his side to paint the fence.
Mad Mum to 3 wonderful children, 2 foster kittens and 2 big fat cats that never made it to a new home!
Aiming to loose 56 pounds this year. Total to date 44.5 pounds 12.5 to go. Slimming World Rocks!

If the fence is within your boundary and wholly owned by yourself your neighbour has no right to alter/paint your fence without your consent. You might want to look at Garden Law forum for advice.

Fences as supports: Can I hang things on my neighbour's fence?
Fences as supports: Can I use my neighbour's fence as a support for my own plants?
Fences, appearance of: Can I paint my side of my neighbour's fence?

Only if your neighbour gives you permission to do so.

Leaning things against your neighbour's fence, hanging things on your neighbour's fence, even using your neighbour's fence as a makeshift retaining wall, will place a much heavier burden on the fence panels and supporting posts than they were designed to bear. The consequences of such actions are easy enough to predict and you will be liable for the cost of any repairs. On top of that you will still have to do, and pay for, the work that you did incorrectly and which resulted in the damage to your neighbour's fence.

In short, anything you do to your neighbour's fence without your neighbour's permission
    - including staining, painting or applying preservative to your side of your neighbour's fence -
    amounts to criminal damage.
