If the main use is going to be browsing the internet, using apps, writing on the notepad and checking emails, then the iPad is a good choice, but if she wants to starts editing documents (Word, Photoship, etc.), and if she might be using it a lot (typing on an iPad vs typing on a laptop is way different!), then I recommend a laptop

I have a mac and an iPad. The iPad is great for the little day to day things - checking mse - online banking - emails - the kids watch movies on it during long car journeys and it does get a lot more use than my laptop but it will never replace a laptop. I prefer ibooks to the kindle app (also pdf files can be saved straight to ibooks) and using itunes and the app store is effortless. I tend to switch my mac on on days when I am uploading photos/applying for jobs/want to video chat with my other half and the ipad works well for everything else inbetween time

i have a netbook and a ipad and each have pros and cons but my ipad would never replace a laptop imo especially if you are editing documents

If it would be in adition to your main computer/laptop - main computer available for creating any serious work documents, iPad for the odd bit of editing in between surfing on the sofa, social and leisure stuff, reading/itunes/photos etc then I'd say go for it.

If it is to replace a laptop/desktop then I'd say think carefuly and try it out before you decide.

I am getting one any day now to replace an old laptop - but only because i still have a desktop iMac for work.
