    Mum-of-four-grown-ups here.

    You may be getting yourself into some sort of hot water (around tenancies & council tax payments) for someone else's issues.
    You will obviously know the area, but in my experience, people getting this fussed at this stage are usually acting on urban myth rather than reality.
    I would leave them to sort it out themselves, and say that tenancy agreements don't allow you to fiddle the books this way.

    My bet is that come September she will be nowehere to be seen for moving in.
    I would suggest that you do not dismiss the idea but state that there is a retainer of £5k payable up front, in used fivers ;)
