Badly-rendered punctuation on bulletin boards?

Can anyone explain why some bulletin boards don't translate punctuation characters, and some do?

For instance, from Gumtree; adverts including "/" come out OK, whereas;

Piano For Sale For £75 becomes

Piano For Sale For £75

and

PIANO FOR SALE - good condition, regularly tuned, "Lestel" make. becomes

PIANO FOR SALE - good condition, regularly tuned, 'Lestel' make.

Often depends on the browser/ and the ISO encoding used/ this can be changed in most browsers -- Opera 11/ FF/ ie/

I see in my second example that vBulletin, the MSE software has corrected it back to its original form!

On Gumtree it looked like this, but without the spaces -

& # 39 ; Lestel & # 39 ;

It may be to do with a security feature to stop attacks on the site.

Example:
'DROP TABLES in SQL means to delete info in a database.

So some message boards automatically change the ' into it's character code so it shows up as "&#39DROP TABLES" This stops any flaw in the message board letting people access the database and steal info or do damage.
