www.canonburymanagement.co.uk can provide legal services to remove problem management companies from office so lessees (flat owners) can run their blocks themselves (practical for blocks under 6 in size) or can at least have control of contracts for someone else to manage.
What we would mention in respect of this lead and there is a lot of nonsense talked here (the man who talks about offset is asking you to break the law, for example - you would not have either authority to arrange such works or the legal right to offset the costs) is that you will be paying, as a flat owner into a budget or savings account for the building, from which management companies pay other contractors to provide services. If the service is not provided, you should contact the management company first and second and third. The most common reason for the tasks not being done is because there is insufficient monies because people decide to withold payment. The second most common reason is because the works may actually be being done but you only see the block after someone else has vommitted on the floor, dropped litter, etc and the final but least common reason may be that the contractor is not attending, in which case, the management company will want to know. They are not going to be able to inspect after each contractor - it's not their job and it would be prohibitively expensive for such companies to do so as they are staffed generally by lawyers, accountants and surveyors to performa purel administrative function involving such displines. To send someone to a propert to inspect, normally costs about £300 so it should be an annual event for all but the largest blocks of flats.0
