Don't know how "strict" AMEX are with this but when I applied and was approved for a Barclaycard platinum in Jan., the (individual) income threshold was £20k and mine was just under £12k! AMEX vs Barclaycard - who is the harsher scorer?I personally would not bother applying.
They state £30K for a reason. If you were on £29K then perhaps, but you are quite a long way out.
May still be worth the OP applying, esp. if s/he doesn't already have too many searches and has a sound credit history.0 -

It wont do any harm if you haven't had loads of recent searches anyways, The worst they can say is no.' You only live once ! Don't live to regret the past, But to enjoy the future '
