Understanding the number plate years

I wonder if you can help.
I am currently looking to buy a particular car dating before October 2010.
I am slightly confused by the number plate years of 10 and 59. We don't want a 60 because of the specification change on the car we want, but not sure if 10 or 59 is the oldest.
Would anyone mind letting me know the dates of these two.

The reg plate won't always give away the year of manufacture though - leftover cars are often sold with newer plates. So the spec you want *may* be available on a 60 plate

The long list above is not quite complete, cars registered between Jan 1st and Feb 28 (29)th, have the previous sept 1st year plate?
For example; My sisters Fiesta is 2010 59 reg while my Fiesta is 2010 10 reg, but a Fiesta (any model will do) registered Sept 2010 will have a 60 plate......simples
