If it was opened with a credit card it won't be UPVC. They are usually on a 5 point locking mechanism.

It seems like a replacement lock is in order. You can get them for around £5 so don't panic, though I would probably spend a little more and get something decent.

Alternitively, if you live near me (South East Cornwall) PM me and I may have a lock only (without the barrel) that you can have. The lock is a decent Yale branded one IIRC that was removed from a rented property of ours. All you'd need to do then is buy a half decent barrel for about £3.

Fitting a replacement for one of these is dead easy. Just take the old one out and refit the new. The large 38mm hole in the door will amost certainly be in the right place. You may just have to make new holes for the screws etc that secure the lock to theback of the door/frame.

Have you tried spraying wd40 oil into the keyhole?

Sounds like the latch part on inside of door is ok if you can open with a credit card but the keybarrel part is either jammed or has popped out of the latch.

Get a new barrel for a couple of quid and undo the screws on the latch part and it should be fairly easy to see how to fit new barrel in (normally 2 screws)

Then get decent 5 lever chubb lock fitted in addition to the latch. If your brother can get in with a cc then so can burglars!
