Black rubber seal on UPVC smears black marks over the white when cleaned?

We have a black rubber seal around the upvc white windows and whenever I try to clean them, if I touch the black seal with the cloth, it smears a load of black over the cloth and the white pvc, which then is impossible to remove. Hence the white pvc now has loads of black smears over it. Its probably quite old, we moved here 2 years ago and its probably about 10yrs before that at least. Its not shiny, a bit matt and scratched, is it possible to clean.

We need to replace them at some point but no way to afford it at the moment, so I need to pretty them up as best I can.

You could try some Thompsons Upvc Restorer. I use it on mine, don't have the black staining problem, but it does get rid of other dirt and makes the windows look nicer. It's about a fiver for a 480ml botttle. Just google it to find a supplier.
