Help BT cut off my Mum's phone.

BT have cut of my mum's phone, both incoming and outgoing calls, because she was late with payment. She has paid part of the bill, and offered to clear the rest in installments, but this is apparently not good enough.
They have now told her that they are going to disconnect the line entirely, and won't reconnect again even once she's cleared the bill with them. They have also refused to put the bill or line in my brother's name, even though he lives in the same house.
There aren't any other providers who will give her a line and it's a very rural location and she can't get a mobile signal in the house.
My mum is a 68 year old pensioner with a variety of medical problems including Lupus, arthritis, balance problems and is starting to lose her hearing. My brother is a kidney transplant patient with learning problems and is under going testing for diabetes. To leave them without the ability to even dial 999 in an emergency seems truly unfair, especially as she is paying the bill.
Does anybody have any idea what she can do?
I'm trying to help her out but I live at the opposite end of the country to her and am on a very limited income myself. But even if I did pay off the bill for her they still are refusing to reconnect her under any circumstances.

BT did the same to me,I moved to Primus for my line rental with no hassls.I'm at work so I'll post more when I'm at home.0
