Double Glazing Bay Window Problem

My housee has two bay windows at the front, the bay between the upstairs and downstairs windows is tiled and not made of brick....im not sure im explaining this very well but the point im trying to make is the first floor window is resting on something that is not 100% solid imo....found an image that shows what its like:

Anyway, problem is the UPVC windows (around 12-15 years old) have dropped around 5-10 mm and as such the smaller windows in the top right hand corners are jammed shut and the larger windows on each side have to be rammed open and slammed shut due to the locking bolts not lining up properly with the mechanism on the window frame.

Is this just a problem that happens over time when houses move a bit....the only way to solve is new windows i assume?

    That tiling is just cosmetic - there will probably be brickwork underneath the tiles.

    Those type of bays are usually timber frame with the tile cladding on the outside, insulation in the middle if you are lucky and then lathe and plaster inside.

    Put up a straight edge against the window frames (the bit that opens and the outerframe) and see what is bowed.

    I think its the middle three windows that have dropped a bit...
