Trojan changes my homepage

I am posting this for my Dad as he cannot get on any sites because of his Trojan problem.
When I go online my homepage is changed to a rouge site ,when I put an address in the address bar that also changes.
The site Is called Blackalert.net
I am unable to move away from the rouge site.
Windows defender and AVG failed to identify and remove the virus.
I can't downlaod or upload anything,or recieve my email.
I have tried resoring my computer back a few days and it won't allow me to do this.
I also have Windows Live One Care and that also does not identify or
remove the problem.
Help please nothing I try works.

you need to follow steps 1 to 4

you will need to download the software mentioned to CD if he cannot download on his PC
the important bit is the running in "safe Mode"
at the end of post 4 there is a bit about producing a Hijackthis log if the problem still exists

I'd look at spyware removal tools such as Spybot Search and Destroy and Ad Aware both free. Also HiJAckThis to see what startup programs are running, one of these is likely to be the culprit.
Also try booting in safe mode and running the virus checkers / spyware checkers.0 -
Thanks for the help my Dad is off to try and fix it now I will pop on later and let you know if it worked or he needs more help.0
