Why dont you lodge a formal complaint - ask to speak to their line manager etc etc. Ive found through previous bitter experience that going in there and having a face to face conversation is usually enough to embarress them enough not to mess you around again0

It's the branch manager who seems to be the problem - it appears that no one can do anything without his say so and it's him who needs the 'completed chain' before he'll issue any paperwork.
