2 years free servicing used car purchase

Local main Ford Dealer is offering two years free servicing with every used car sale.Is it correct that this will be factor in when I negotiate the part exchange the advert also indicates no cash equivalent availabe. I assume this means if you decline the free service then you cannot ask for the cost to be off set against the car I wish to purchase.
