Best Credit Card for bad rating?

Hi All,
I am a little confused.
When I was a student I got some debts, as you do, but mainly they appeared when my moms divorce meant she had to use all my cards to pay for stuff, meaning they soon became maxed.:mad:
Anyways fast forward to now and I have £4,500 of debt which I pay back once a month on a debt management plan.:T
I have applied for the odd credit card, to try and repair my credit rating as I am not a stupid person with money and enjoy making budgets so as you imagine I hate having this debt around my neck.
Anyway, I had a rejection letter from a credit card company saying that I was too 'Financially Irresponsible' to be considered. I feel this is wrong, is that what all these credit card companies think of me?
Would it be better to talk face to face with my bank manger and see what they can do? - I feel online applications don't tell the lender enough of -why- it is the way it looks.
All I am looking for is a card with about £250 or something, I am not asking for loads, just something to repair my credit rating.

Part of the agreement you undertake on a debt management plan is that you will not and are not permitted to apply for any further credit.
I appreciate you want to repair your rating ASAP but you are going to have to wait until the end of the DMP.
