Gas Meter Cap / Disc

Hello all,
Just wondering if I can grab some advice from people who know more than me. I bought a house from Persimmon Homes last year and have only recently just moved in. I discovered yesterday that the gas wasn't working. National Grid came out to look at it, only to discover the meter has been capped. The guy took the disc out to show me and then put it back in as he wasn't authorised to remove it. GTC Pipelines then gave us a call and sent an engineer out to remove the disc. He came this morning and removed it. However, he then had to put the cap back in as the pressure was dropping, suggesting a leak internally.
It's quite clear Persimmon Homes have never comissioned the gas appliances and pipes inside of my property. 3 bits of evidence suggest this, as the meter is reading 0, the cap still in place and the internal leak. I cannot understand how the house got signed off by building control and was allowed to be sold!
Anyway down to the problem. The house is now over a year old and outside of the initial 12 month waranty. The defects inspection has already been done, but this issue wasn't flagged. Now is this something, Persimmon can just walk away from and its left to me foot the bill? Or can I argue the point that this house must of been signed off by building control?
Thanks

I dont think that building inspector checks gas or elec installation. The gas wll have been signed off by a Gas Safe engineer who did the work. Suggest you may try exploring that route.IT Consultant in the utilities industry specialising in the retail electricity market.

All new build is covered by a 2 year warranty on everything. The next 8 years is mainly structural or major faults.
If you are the first owners, then it should be from the date you took it on.
Persimmon need to send the gas firm back to check and rectify the leak.
If they refuse call gas safe for a free inspection and report.0 -

Well they are all closed up until Tuesday. So I shall give them a ring then and see what they say. Just trying to cover all bases as Persimmon doesn't have the most glowing reports in the after sales department! Thanks for your insight.Mortgage Started: £131,500 (June 2010)

at least they left it safe, better than explosion supposeDon't put your trust into an Experian score - it is not a number any bank will ever use & it is generally a waste of money to purchase it. They are also selling you insurance you dont need.0
