    I am with Pennywise on this. It is not necessarily the taxpayer's duty to ensure HMRC are up to date with all income sources. In this country and many others PAYE operates, as long as the taxpayer has not made any incorrect disclosures then the responsibility lies in the first instance with the employer, who gets fined £400 by HMRC for non-compliance and pretty well no excuses accepted.

    Now PAYE has operated in this country for 40-odd years with not too many problems, and some version of it has operated in many foreign countries without too many problems. Until recently. HMRC has a responsibility - and yes the Labour Government had one too!! - to ensure that tax system changes are implented properly and likewise tax database changes too. This they have failed to do in recent years.

    And it is just not good enough to attempt to pass the blame on to hapless PAYE taxpayers who've been spoon fed the idea over decades that the main duty of care lies between HMRC and their employer. So in answer to the OP I say fight like hell! (provided in your opinion you've done nothing wrong and never attempted to mislead an employer or HMRC.)

    Yes hit them with a Data Protection Act "producer" (which everyone hates by the way). Yes appeal and keep appealing until you get a response which at least gives the impression someon has been bothered to look at the specifics of your case, not just ask the system to spit out a standard format "Not us Guv" rejection letter.
