Balancing a central heating system?

İ dont know the real term-but was wondering if it matters when the act of balancing the rads so they all work is done ie can it be done this year and they will all work next winter after months of inactivity or is it best to wait til next autumn?
My daughters bedroom's rad hasnt worked since we had some work done on the system last summer--it has been costing me a fortune in electric and i was unaware of the problem til i got the electric bill!(i never go near teenager zone!!)

we have tried everything since i was alerted!-we had gas connected to the house and a combi installed inplace of an oil boiler and at the same time we had 2 bathrooms and the kitchen done which meant we needed 3 new rads--its a 13 rad system!
