Paypal and Section 75 (but Paypal account not used)

We do not have a Paypal account and bought an item (£186) from an online retailer who receives credit card payments via Paypal.
The item was not suitable, and the seller's website (and DSR of course) allows a refund for returns within 7 days. Item was returned and seller attempted a refund to our CC via Paypal, but had insufficient funds. Telephone now goes to voicemail, and no replies to emails and a recorded-delivery letter before action.
Tried to raise a Paypal dispute using the Transaction ID, but without an account the system doesn't work - opening an account didn't help either as the transaction ID isn't then associated with that account.
Talked to our CC provider who said that Section 75 doesn't apply if Paypal is used, but that they would try a chargeback with no promises of success. The sellers website was offline for a while, but has reappeared. I suspect they may be going out of business.
Any thoughts? All help gratefully received.

You have tried to raise a dispute with PayPal, but it looks like they are trying to make things difficult for you.
The chargeback through your Credit Card provider is just as good as trying to do this via PayPal.
To be on the safe side though, try and contact PayPal via this form and explain that it won't let you open a dispute directly with them and that you have already started a chargeback through your card provider:

I don't know how PayPal will do this as such, but if the seller has tried to refund you but does not have the funds anymore - What could PayPal do about this if they can't get the funds out of the seller to refund you? No doubt they would tell you to just go through your card provider anyways.
I would have said you have done all you can up to now, I just hope you manage to get it all sorted ASAP! A pain I know though..David

2) Right at the bottom click on "Contact Us"
3) Click "E-Mail Us" and then "E-Mail Us" again on the right hand side
4) Select "Continue" under 'Unable to Log-in?'
