Praise for BT (well mainly !)

I had a problem with my BT 'phone line, which required several calls (to/from India) and two visits from Openreach.
The problem was found and temporarily fixed until a new underground cable is installed - well done !
The only thing that did concern me slightly was that when I had a call informing that Openreach would be attending was that I was read a long "legal" statement concerning (I think !) whose responsibility the costs would fall under depending on the nature of the fault found.
This statement was made in very heavily accented English which was very difficult to understand. Had I wished to clarify this statement - I think I would still have been on the 'phone now and the Openreach man would have long ago gone home for the night.
Now, I can fully understand BT wishing to absolve themselves from the cost of repairs caused to the 'phone equipment within the house by the actions of the householder - but this long almost unintelligible ramble over the 'phone seems to been heavily loaded in favour of BT.
"Well - you agreed to this when we rang you" !!!
Is this now standard practice with BT ??
