Heated towel rail blistering

Hi , I have a ladder type towel rail in the bathroom which is blistering all the way up one of the uprights on the face which is on the outside. When I break off the paint there is clean bare metal showing.
Does anyone know why the blistering may be happening and why just on the one face of the towel rail which is heated through the central heating system.
I have bought some rad paint and will rub it all down but do I need to apply some sort of undercoat before applying the rad paint?

    Yes, I did read the tin before posting, it says surface must be clean dry and free of flaking paint. However , it does not mention applying paint onto a bear metal surface. Usually with other surfaces, wood plaster etc some type of undercoat is required. Is metal the exception if rad paint is used?Also , there seems to be a problem with the surface of the metal causing it to blister or, is it the existing paint which has the problem?

    Rads and towel rails are cheaper than ever, and with reduced costs comes reduced quality. It could be that it is just a poor quality towel rail.
    What size is the towel rail? It may not cost the earth to renew it if painting it doesn't give you a good result.
