What is a reasonable offer on a new build £550k (no chain involved and cash buyer)?

We have seen a house we are very interested in buying. It's a new build but not yet built (the site is currently under construction). But help! How to negotiate a bargain??
The house is £550k, we can't go higher than £500k as we don't want to incur the next level of stamp duty; but are we being unreasonable to hope to go even lower than that? (We need to save as much as we can, as this is a big move to a 'forever home'.)
Our position is that we are fortunate enough to be cash buyers and are not in a chain. We have no experience of negotiating with builders and don't know quite how to approach this! Thanks for any help/advice anyone can give
