adding spurs to a room

I am currently adding some 13 amp spurs to an existing ring main in a room in my house.
The room is not a kitchen, but I am planning to fit it out as a kitchen at a later date. As I understand it if I were modifying the electrics in a kitchen then i would need to notify the authorities but what is my situation; as right now the room isn't a kitchen at all and is open plan to my living room (i took down part of a stud partition wall).
I will need to fit a cooker circuit but was planning on just rerouting the old one to the new room.
Any ideas on how I stand regarding the current regulations?
