Your local social services will fund equipment up to £1000, anything over this you need to apply for a disabled facilities grant, I'm not sure of the turnaround time. For the latter, you need to provide two quotes.
If he did national service, then he could approach The Royal British Legion for help, this is means tested though.
Lastly if he pays for it himself don't forget he will probably qualify for zero VAT rate as its an adaptation purely for his needs. Its best to claim this before the work is done as its a bit of a phaff afterwards.The Cabbage
