Just apply to your local authority for a lottery licence. Do things according to the conditions of that licence and you shouldn't have any problems; it's quite straightforward really.
The greater danger, for most of us, lies not in setting our aim too high and falling short; but in setting our aim too low and achieving our mark

Then he would have the hassle of having to register an interest as a "society", and give all profit, less the value of the car, subject to a Maximum 80% deduction to the cause of the society, which may be charitable, supporting sport/athletes, cultural, or any other non commercial project other than private gain.

As a "Prize Competition" he keeps all the profit for himself, no licence required.

Wig, you seem quite knowledgeable on this subject; to get the ball rolling, would I need any sort of permission or could I just go straight ahead with it?

You just go straight ahead with it. There must be an element of skill or knowledge which qualifies an entrant to play.

Read the linked pdf file at the bottom of that page.

Most of these TV competitions on TV are prize competitions with alledgedly difficult questions - The gambling commission never bats an eyelid at them. But I advise you to make your question difficult.

Look at that house link I put earlier see if they still have their T&Cs

EDIT yes they do still have them

available and copy some of them for your own competition, things like closing dates, extension of closing dates, minimum number of tickets sold, competion cancellation if not enough tickets sold, method of refund, who will do the draw? At what time and location, they can be any upstanding member of the community, anyone with a degree for example. << There's no requirement for this it just looks better if you have someone independent.
