Very high fuel consumption - tuning advice?

My daughter's just acquired a 'new' car which is apparently ok on all fronts apart from fuel consumption. It's a Hyundai Accent, whatever that is.
I know nothing about what goes on under the bonnet. Can she get this looked at in some way?

How high is very high and what engine is it and year? Supposedly 43mpg on the 1.4 petrol when new, I reckon 36-40mpg more realistic. Accents are sh*t by the way, tell her to give her head a wobble.
How long since last service, ie new airfilter, plugs, oil and filter change?0 -
Heavy right foot, Poorly maintained, Not evough miles to find out the cars powerband and the right gears
for the conditions.
I have had between 28mpg and 62mpg out of my mondeo diesel. Nothing wrong with it. Just the difference
