Viewing a rental property, what to look for

I am hoping to view a house that by description seems perfect for me, but Im trying to write a list of what I need to check in the property and tenancy agreement. I dont have much yet so here goes!

Check the toilet flushes properly
check heating works
ask about any furniture in the property (ie does it have to stay etc)
ask if i can put up higher fence in back garden (should maybe get in writing)
confirm that "pets welcome" stated on ad is part of the tenancy agreement
also going to ask if LL would consider redusing £25 off rent (dont ask you dont get!)
If i can decorate (get in writing)
ask how often inspections are/will be roughly

Also, my current LA are a bit annoying and will be glad to see the back of, but I think they may be difficult in returning my deposit (Im in Scotland).
I queried on Friday what would happen reg my deposit and last inspection and was told by the agent they would do the inspection in the last month (no indication given if it would be the last week/day etc) and I would get my deposit back "about a week" after it was done.
If I give them my notice to leave in writing should they give me a defininitive date when they will do the last inspection and when I will receive my deposit back?
Ive been here nearly 2yrs and hade 7 inspections and they have never had a problem with me.
I plan to repaint the walls (they are magnolia done by LA and look abit grubby after 2 years) and have the 2 bedroom carpets cleaned.

There is nothing in my inventory about any of this, all it is is a list of items that were in the property at the start of the tenancy and should be there when I leave, but speaking to the previous tenant of the house and someone who used to work for the LA they apparently look for things to charge you for - proffessional cleaning etc.
If it isnt in the inventory do they have a right to charge for such things from my deposit and do they have to provide receipts?
