I agree with other commenters until it becomes a nuisance then its not the OP'S concern. If a nuisance is caused then you are within your rights to act. Cross that bridge when you come to it. Would I turn a blind eye to benefit fraud? Yes I would. For a very practical reason-that of self preservation. Don't trust the nat king cole to keep a secret. It can leak, and has done, leading to people getting hidings and miserable lives. Not worth the risk from where I'm standing.0

Hi, Our next door neighbours have a detached garage at the end of their garden that they are putting what looks like living accomadation in for their teenage son. He doesn't work and likes to play his music and comes in at all times of the night. Can they legally do this? I really don't want to have to put up with him having his mates round at the end of the garden all night.

I agree with the other posters, you're jumping the gun and finding problems where they may not be any. You don't know whether the son will be sleeping there permanently, whether he's just having it as a den for crashing in occasionally with his pals, whether the parents are going to use it as their space. You know nothing other than what you've seen from your window.
Glad you're not my neighbour, how I hate busy bodies who have nothing better to do. Perhaps they really don't like you watching them either.Accept your past without regret, handle your present with confidence and face your future without fear0 -

It is NOT the OPs concern whether or not the son is living in the garage until the neighbours do something to make it their concern. Is that too complex a concept for you?

As far as planning goes, I think it will make a difference if they are creating a self-contained property - ie if a kitchen/bathroom goes in, then it's likely to be something planners wouldn't allow.
If it's just turning a garage into an insulated bit of living space, then it should be all allowed.0 -
