Independent Project Management. A good idea?

I'm moving to a new house and i'm going to do some renovation. New central heating, new bathroom, new kitchen. Budget of around £100K but that includes some new furniture etc.

I had a builder do the loft extension on my current house. The job they did was okay, but not great. There is a lack of attention to detail in some areas.

A colleague recommended hiring an independent project manager to oversee the work and ensure I was getting good value for money. I'm hoping this will get me high quality, on time for the right price. But... I can't really find a suitable one. Is my job too small?

If it's not a suitable job for a project manager, then how do I pick the right building firm? I was also recommended that I hold back 2.5% of the payment for 6 months so that I can get them to attend to the snag list.
