does changing banks influence acceptability with CC Companies??

Just tried with the better half to be a rate tart and shift existing balance to a 18month 0% offer on moneysupermarket.com - however the computer said No after entering bank details.
She'd changed banks last year for convenience reasons, so only banked with them for less than 12 months.
Should she really have waited to change banks after CC or is this just a standard application hoop we have to kump through??

    Length of time with bank is one of the stability indicators they look for (along with time at address, time with employer, number of addresses in last 3/6 years, BT landline, etc).

    If everything else is OK then this wouldn't have been a problem on it's own.

    If she still has the old bank account open then there shouldnt really be a problem, could it be more down to the fact she has unused credit?
